One of the most annoying repetitions of a phrase I have heard in a long time. This Ohio congresswoman loses any talking points about Hillary Clinton by opening each statement with "understand this". I think the commentator at the end picked up on it as well and was only being sarcastic when asking permission to use that phrase.
